There are many methods of making concrete but here are two of them:
The most basic way to make concrete is to hold a pickaxe in your main hand and some concrete powder in your off-hand while looking at a two by two infinite water generater and holding down both left and right click.
More advanced ways of making concrete can be found on youtube, making the whole process more automatic. For smaller builds, this machine is not needed, but larger scale builds may requite this machine to produce concrete at an adequate speed.
